Special cell operational to respond to emergency: NADRA

 Islamabad— On instructions of Chairman NADRA, a special cell has been made operational in NADRA to continuously coordinate with all Provincial Disaster Management Authorities and Cabinet Division to immediately respond to an unwarranted emergency situation in the shortest possible time.

Malik said that with over 534 Registration Centers, 236 Mobile Registration Vehicles, 74 Semi Mobile Registration Units and over 200 special centers manned by trained staff, NADRA is fully prepared to immediately heed the call of Government of Pakistan in hour of need.

NADRA has been continuously supporting Government of Pakistan (GOP) in conducting relief and rehabilitation activities in crisis and natural/man-made disaster struck areas of the country for the past 7 years.

Since 2005, NADRA has utilized its own resources and made use of latest technological advancement in executing various successful cash transfer programs of GOP that include Citizen Damage Compensation Program (Support for 1.7 million flood affected families in Phase I and for estimated 1.2 million house-holds in Phase II), BISP for IDPs (Support to over 316,000 IDPS of SWAT and Malakand), Pakistan Card (Support for over 1.2 million Rain/Flood Affected Families of Sindh Province), IDP Project (Support for over 378,000 Internally Displaced Population of Swat /Malakand region and 42,000 IDPs of South Waziristan Agency), Hunza IDP Project (Support of Rs. 600,000 to 457 effected families of Attabad Lake), ERRA (Support for Earthquake affected population of Azad Kashmir and KPK).

Chairman NADRA Tariq Malik said that transparency in cash transfer program in any Social Development Sector amongst the beneficiaries of any kind of disaster is most difficult challenge that NADRA has achieved successfully.

For past 7 years, the dedication and high standards set by NADRA has not only resulted in successful identification, registration through biometric verification of over 8.2 million beneficiaries for various support initiatives of Government of Pakistan but it has also aided in transparent disbursement of over Rs. 120 billion in shortest possible time, said Tariq Malik.

He said “These achievements have not only gained International recognition for best use of technology in achieving transparency but have also been adopted by the International Donor Agencies including World Bank as the Best Case Studies for cash transfer programs for replication throughout the world.”

155,348 cash cards distributed among IDPs: Nadra

KARACHI - National Database & Registration Authority (NADRA) has distributed 155,348 Cash Disbursement cards among IDPs so far, out of which 145,407 Cards have been already activated.
Government has disbursed Rs. 3.63 billion to IDP families, out of which affected families have already drawn Rs 2.407 billion cash. If NADRA had not been consulted regarding the IDPs registration task, Rs 1.314 billion per month would be distributed to non eligible IDPs families in terms of food relief, it was stated by the Deputy Chairman NADRA Tariq Malik in a press release issued on Wednesday.
Tariq Malik said that after the involvement of NADRA, process of registration & verification of the IDPs was made transparent resulting in efficient relief, rehabilitation and reconstruction efforts of the Government along with their allied partners.
He said that before NADRA intervention, variant versions of data were being used by various agencies. After NADRAs validation & Verification, one single unified list was made available which resulted in consensus building across the Federal and Provincial Governments.
He said that NADRA had so far received IDP data of 664,818 families after registration by various agencies out of which only 289,251 were found to be eligible based on eligibility criteria agreed upon by Provincial, Federal Government and Special Support Group as well.
He said that during last 4 weeks, NADRA received registration data from Ministry of Social Welfare, UNHCR and from its own Swift Registration Centres. NADRA received data set of the IDP families four times since the exercise was planned. Last data set was received on 10th July, which once again contained duplication and total record of 664,818 IDP families out of which 289,251 IDP families were verified. In the last data set two new camps of Sugar Mill Charsadah and Larama were added which were not part of the old data sets provided by various agencies.
He added that as per procedure, NADRA receives the data of IDP families for cleansing, verification and validation from different registration agencies Data is then verified and sent to United Bank Limited for card printing which delivers the cards to Card Distribution Points (CDPs). NADRA staff at the CDPs captures IDPs photograph and biometrics for verification and hand over the card to verified IDPs. NADRA, on daily basis, receives biometric and photographic information of the IDPs from CDPs and executes the verification check to make sure that the recipient of the card is a genuine verified IDP. Verification intimation is then sent to UBL for PIN activation so that verified IDPs can use their cards.

Jammu Kashmir a disputed territory, not ‘integral part’ of India: Pakistan


ISLAMABAD Pakistan on Thursday said that Jammu Kashmir was a disputed territory and it’s not an integral part of India as claimed by the administration in New Delhi.

“We do not accept so-called accession of Jammu Kashmir to India as it is a disputed territory and we don’t accept Jammu Kashmir as integral part of India,” Foreign Office spokesperson Tasnim Aslam told a questioner during her weekly briefing at the Ministry of Foreign Affairs.

According to resolutions passed by the United Nations Security Council, Kashmiris had been ensured their right of plebiscite, the spokesperson explained. She also regretted ceasefire violation at the Line of Control in the disputed state and unprovoked shelling by the Indian forces.

In a recent incident in Kotli sector, a Pakistan Army soldier was injured due to Indian shelling, the Foreign Office spokesperson said. A meeting between the local commanders from both sides of the Line of Control was held to discuss the issue, she informed a questioner.

More Than 435,429 IDPs from North Waziristan registered so far


ISLAMABAD: The government has so for registered 435,429 internally displaced persons (IDPs) affected due to ongoing operation in North Waziristan with the help of National Database Registration Authority (NADRA).
According to latest official data available on Monday, the government registered 35,381 families including 114,596 males, 137,301 females and 183,532 children. On June 15, Pakistan launched the military operation Zarb-e-Azb against militants in the troubled North Waziristan agency of Federally
Administered Tribal Areas (FATA) that resulted in a temporary migration and relocation of displaced persons from the area of operation to safer locations.
Consistent to the earlier instructions, the government assigned the task to the Ministry of States and Frontier Regions (SAFRON) to make necessary rehabilitation arrangement of IDPs. However this time the government decided to engage National Disaster Management Authority (NDMA) too in the process which is in line with the mandate of the organization.
Upon instructions the NDMA now engaged with ministry of SAFRON, Federally Administrative Tribal Areas Disaster Management Authority, Provincial Disaster Management Authority of Khyber Pakhtoonkhwa, Pakistan Army, Civil Administration and other partners to coordinate and implement the plan for efficient management of all IDPs issues.
The NDMA team, led by Member Operations NDMA, Brig Mirza Kamran Zia has already been deployed in district Bannu, Khyber Pakhtunkhwa (KP) to monitor and facilitate the present status of IDPs situation and ensure provision of effective and timely relief assistance to the IDPs within and outside camps.
So far a total of 34,625 families have crossed over from North Waziristan areas of operation and have been registered in Bannu. About 1100 families have arrived in D.I. Khan and 480 in Lakki Marwat district too.
The relief camps were immediately established at the onset of operation. The main IDPs camp has been established in BakaKhel, Union Council in district Bannu of Khyber Pakhtunkhwa.
Unfortunately not many people have opted to live in the camp and the bulk preferred to live with their relatives and host communities as per past practice. The team, alongwith senior civil and military officials, monitored IDPs camp management to ensure that people are facilitated with all necessary apparatus and arrangements. The relief camps have been provided with all necessary facilities including provision of shelter, health, hygiene, latrines, cooked food, electricity and mosque.
Food and financial assistance is being rendered to the affected people at the time of registration at check points.  NADRA mobile registration points have been put in place at the check points too.
Polio vaccination of entire displaced population and health check up of those in need is also being ensured at check posts.
Furthermore, free transport has been arranged for daily evacuations to bring the IDPs to relief camps.
There are efforts to expand the camps and make additional arrangements to facilitate all those IDPs who wish to live and return in the camp. In this connection a field hospital is also being set up jointly by the army and civil administration to meet the additional demand due to influx of 45,000 IDPs in to the area.
Food and cash distribution for the affected population is also being done in the area.
WFP has also established a food point in the area, with the approval of federal government and their assistance is being largely appreciated. NDMA has handed over additional 2,000 tents to the FDMA for further distribution among the IDPs. All planning and execution for this humanitarian effort is being done jointly by the NDMA, FDMA,PDMA KP, Pakistan Army and civil administration. A formation of Pakistan army has been tasked exclusively to support the civil administration to ensure smooth and efficient execution of this onerous task.
The government, the armed forces and all the concerned departments and agencies as well as humanitarian partners are putting in their diligent efforts to mitigate the sufferings of displaced people.

NADRA provides free of cost CNICs, verification to IDPs: Tariq Malik

ISLAMABAD, May 21 (APP): The National Database Registration Authority is providing free of cost fresh Computerized National Identity Cards (CNICs), duplicate CNICs and verification of personal data to Internally Displaced Persons (IDPs) residing in relief camps. Deputy Chairman of the Authority Tariq Malik Thursday told APP that so far 13,000 IDPs of have been issued CNICs while the data of some 7,000 IDPs is being processed.
He said NADRA is entertaining the applications of IDPs on urgent basis and CNICs are being issued in three to four days after due verification.
He said the Authority has deployed mobile registration vans in addition to setting up of 73 swift registration centres in and around the relief camps established in Charsadda, Mardan, Nowshera, Peshawar, Shabqadar, Takhtbhai and Tangi.
“Initially, we are providing services in relief camps set up in NWFP only, however the service can be extended to other parts of the country on the demand of Relief Commissioner, and Social Welfare department,” he said.
Malik said there is misperception that NADRA is registering the IDPs, adding that the Authority is providing services including issuance of fresh as well as duplicate CNICs and verification of IDPs data.
 
He said Social Welfare Department and Relief Commissioner are responsible for the registration of IDPs.
The Deputy Chairman said that if any official of the Authority found charging any fee from IDPs for verification of their data, issuance of CNICs would be punished under the law.
He said a separate swift registration centre has also been set up by NADRA for the facilitation of female IDPs, where female staff of the Authority have been deployed.
He advised the IDPs to contact 091-9220163, 0937-9230347, 0937-9220202, 091-9212218, 091-2654326, 091-2324675, 091-9217840, 091-6290845, 0937-553310 and 091-6556374 in case of complaints against the NADRA officials.
The Deputy Chairman reiterated that issuance and verification of CNIC is a free of cost process and there isn’t any fee in this regard.
To a question regarding registration of inhabitants of Swat and Malakand Division after the military operation, Malik said the Authority will deploy mobile registration vans to these areas for the purpose.
